  • Coastal Confluence Zones (CCZ), where rivers meet the ocean, are vital ecological areas fostering diverse species through freshwater-saltwater mixing. In Goa, coastal areas are increasingly densely populated due to tourism growth. At the confluence, various fishing and tourism related activities are on the rise. This study aims to develop conservation guidelines for coastal confluence zones (CCZ), focusing on four South Goa rivers. The CCZ was delineated using a weighted overlay of various parameters. The changes in Land Use Land Cover (LULC) from 2003 to 2023 were identified. Eco-sensitivity analysis, using AHP-based weightages, generated maps delineating high, medium, and low sensitivity zones that indicated activity regulations: prohibited, promoted, and permitted, respectively. Two main occupations were identified (tourism and fishing) and livelihood dependency for approximately the past one decade was analysed for each of the CCZs. The proposal features a Land Use and Development Control Plan (LUDCP) with a pilot project for the Talpona River CCZ, along with localised management guidelines for the CCZs that are also linked to the existing Coastal Regulation Zone rules. A framework is suggested for planning of the CCZ areas. The management guidelines are intended as recommendations and should be detailed according to context-specific needs during implementation.
