Land Pooling and Reconstitution (LPR), a technique for unlocking land for planned development by reconstitution of private landholdings and provision of infrastructure services. This has re-emerged as a viable alternative to land acquisition in various cities/states in India. In the recent past many cities/states have come up with such LPR models for various urban development purposes. This comparative analysis aims to advance the literature on applicability of land pooling in the Indian context by identifying the pre-requisites and factors for effective implementation of the LPR mechanism. Findings from this comparative analysis offer important inputs into the design of land pooling models based on an optimal legislative and regulatory framework promoting efficiency and equity.
