Evaluating the Efficacy and Impact of the Drink From Tap Mission in Odisha

In August 2019, the Government of Odisha embarked upon the “Drink from Tap” Mission to “provide 24X7 drink from tap quality water to every household in Urban Odisha so that water received from household taps can be directly used for drinking and cooking without further filtration or boiling”.
As a first step, Odisha implemented pilot water supply schemes in selected locations in Bhubaneswar, and the entire city of Puri town. NIUA has been engaged by the Govt. of Odisha to evaluate the efficacy of these pilot schemes in order to understand the implications for long-term sustainability.
The work involves making a thorough evaluations of:
- The technical efficiency of the water supply system
- Consumers’ perception of the Mission
- Institutional capacity for long-term sustenance
Odisha intends to scale up the Drink for Tap Mission to all the 114 Urban Local Bodies in the State. Hence, the outcomes of this project are vital to help course correction and fine tune the Mission’s operational strategy.
Highlights / Unique Features
More than 1,000 slum households were involved in the evaluation study.
Since DFT has been attempted for the first time in India, this evaluation study will serve as a useful template for other cities that are attempting DFT projects.
