PROJECT DESCRIPTION

The Rivers for Life (RfL) programme of WWF India is working towards conservation of Ganga and its tributaries. The Ramganga river is an important tributary of the Ganga River. The Moradabad and Bareilly are two key cities that have an impact on the health of the Ramganga River. NIUA with the support from NMCG has develop a unique framework to help river cities systematically and holistically plan for interventions to revive and maintain the river stretches within their limits in a sustainable manner. It emphasizes on adopting a multi-stakeholder approach for managing urban river stretches by fostering synergies and reducing trade-offs amongst various stakeholders. Adopting to this framework NIUA has prepared India’s first Urban River Management Plan (URMP). The WWF-India wants to prepare visionary, yet practical, URMPs for the cities of Moradabad and Bareilly through in multi-stakeholder participatory process, based on the framework developed by NIUA and NMCG. Overall the activities under this project will contribute to NIUA’s efforts to achieve the SDG.

Highlights / Unique Features

   The first URMP of the country was prepared for the city of the Kanpur which has almost 3 million population. Two cities Moradabad and Bareilly which are selected for this project are below 1 million population and represents majority of small and medium river cities of India. Thus, the project will provide learnings to adopt URMP at such scale. Also, project aims to do a participatory process engaging diverse stakeholders to prepare URMPs. Emphasis will be given to institutionalize the stakeholder group to keep URMP as a living document which is updated as and when required.

Key Milestones
  • A multistakeholder advisory group in consultation and collaboration with WWF-India. 
  • Multistakeholder consultation sessions on URMP (2-3 each in Moradabad and Bareilly; 1 at Uttar Pradesh State level) 
  • URMPs for Moradabad and Bareilly with implementation plan
  • Training modules on URMPs for city managers and other stakeholders in the Ramganga Basin and two training programmes-one for cities in Ramganga basin and one at Uttar Pradesh State level. 
  • Final project report – URMPs (2 nos.) and a Training manual pertaining to city managers on implementation of URMP
Outcome
  • The project cities are located on the banks of the Ram-Ganag River which is a tributary of the Ganga River in the downstream. The URMPs of the project cities will provide strategies to improve river health under Environment, Economic and Social elements of the URMP framework. 
  • A multi-stakeholder’s group will be formed which will include Government and Non-Government actors that will constantly strive to improve the river health in future.
  • Capacity building of officials in two cities and at the state level
