About the project

​CITIIS 2.0 is a program conceived by the Ministry of Housing and Urban Affairs, in collaboration with the French Development Agency (AFD), the German Development Bank (KfW), the European Union, and NIUA. Through interventions at the city, state and national levels, CITIIS 2.0 aims to drive investments into urban climate action with a focus on promoting a circular economy, foster data-driven planning, and build institutional mechanisms, leverage partnerships and anchor capacity building.

The program has three distinct components that are articulated at the city, state and national levels:

1. Under Component 1, financial and technical support is being provided for developing projects promoting a circular economy with focus on integrated waste management in 18 cities selected through a competitive process. The 18 selected cities are Agartala, Agra, Bareilly, Belagavi, Bilaspur, Guwahati, Jabalpur, Jaipur, Madurai, Muzaffarpur, New Town Kolkata, Panaji, Rajkot, Srinagar, Thiruvananthapuram, Thanjavur, Udaipur and Ujjain.

2. Under Component 2, financial and technical support is being provided for climate-oriented reform actions at the State level. This entails setting up or strengthening climate cells at the State level as well as in Municipal Corporations, developing contextualized climate action plans with a focus on urban flooding, heat management or water security, collecting data sets and updating the data portal to track climate key indicators including land, air and water, and building the capacities of public officials. The 21 partner States/UTs are Andaman and Nicobar Islands, Andhra Pradesh, Arunachal Pradesh, Assam, Chhattisgarh, Goa, Gujarat, Jammu & Kashmir, Jharkhand, Kerala, Madhya Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Rajasthan, Sikkim, Telangana, Tripura, and Uttarakhand.

3. Under Component 3, interventions at all three levels (Centre, State and City) are being undertaken through NIUA to further climate governance and facilitate a circular economy in urban India through institutional strengthening, knowledge dissemination, partnerships, capacity building, research and development, and communications and outreach.
