The Compliance Assessment and Performance Evaluation (CAPE) Framework is a strategic tool developed by the National Urban Digital Mission (NUDM) under the Ministry of Housing and Urban Affairs to assess how well Urban Local Bodies (ULBs) adhere to digital governance standards. CAPE evaluates service modules across terminology and process parameters to identify gaps, promote interoperability, and enhance data-driven decision-making. It offers a structured self-assessment toolkit enabling cities to benchmark performance, foster knowledge exchange, and build scalable, standards-compliant digital solutions. CAPE plays a pivotal role in supporting inclusive, efficient, and transparent urban governance across India’s rapidly growing urban landscape.
