Dr. Sandeep Thakur (Associate Professor) has been working as a Municipal Finance Expert and his expertise is in financial analysis of municipal budgets, cost and recovery mechanisms and evaluation of contractual arrangements of Public Private Partnerships (PPPs) in municipal services. He has actively provided technical support to MoHUA as a Head of 14th Finance Commission Cell and supported MoHUA in formulation of 14th FC Performance Grant Scheme and its Toolkit. He has supported in formulating of the Value Capture Finance (VCF) Policy Framework for MoHUA. Recently, he provided technical support to MoHUA in preparation of the Urban Memorandum for the 15th Finance Commission in order to quantify the requirements of the urban infrastructure and services in the country through coordination of inputs from National Missions of MoHUA and State Governments. He has been nominated to a Valuation Committee of New Delhi Municipal Corporation (NDMC) and of Committee on Accounting Standards for Local Bodies at ICAI, New Delhi. He was also a member of the subcommittee constituted under SEBI for specifying disclosure and other requirements of Municipal Bonds and provided technical support in preparation and finalization of 'Report of the Sub Committee of COBOSAC on Issuance and Listing of Municipal Bonds'. He also looks at Procurement related issues at NIUA and also serves at NIUA as the Chief Vigilance Officer.
