Governance Summit on Data and Technology
Mr. Manpreet Singh, CPO, NUDM - NIUA, participated in the roundtable on Open Data-Based Governance Platform at Governance Summit on 12 May 2023, organised by the Bharti Institute of Public Policy.
The experts at the roundtable highlighted challenges in data sharing by public departments and non-standardisation of data hindering the open-source ecosystem in India. Key takeaways from the session include the need for more open data platforms, integration of different data for feedback-based knowledge, and access to digital public goods for welfare maximisation.

At the National Workshop on U-20 Agenda for Municipal Governance, hosted by Centre for Urban Studies, Indian Institute of Public Administration, Shri Manpreet Singh, CPO, NUDM-NIUA, led a technical session on e-Governance perspective along with other panellists, Dr. Surabhi Pandey, Assistant Professor, IIPA and Prof. V K Dhar, Former Professor, NIUA.
He stressed on the need to adopt a Digital First Approach for India’s urban governance. and highlighted the e-Governance perspective adopted under NUDM which focuses on the digital delivery of citizen services for improving Ease of Living, Ease of Doing Business and internal efficiencies of ULBs.

NIUA and Wadhwani AI Signed MoU under NUDM
Under the National Urban Digital Mission (NUDM), National Institute of Urban Affairs (NIUA) and Wadhwani AI signed a memorandum of understanding (MoU) on 03 May, 2023 to provide support in driving stakeholder interactions, gathering a deep understanding of the operations, platforms, databases, and gaps in systems that could be addressed, identifying high-value data sets, and developing frameworks and evaluation metrics, among others.


Third session in the series of best practices for Online delivery of Urban services
The third session in the series of best practices for online delivery of urban services was organised by NIUA in association with the eGovernments Foundation team. The topic was “Electronic Development Control Regulations (eDCR) as a Service in the Online Building Plan Approval Module”.
Over 95 distinguished urban department officials, especially those involved in Building Plan Approval, representing all the States/UTs of India participated in the session. The discussions in the virtual session provided insight into the merits of microservice-architecture based e-DCR for Online Building Plan Approval as an offering under NUDM-UPYOG.


Meeting with Building Plan Approval Expert Group
The National Institute of Urban Affairs (NIUA) organised a meeting with Building Plan Approval Expert Group under National Urban Digital Mission.
The Expert Group discussed various aspects of harmonising terminologies and processes for Building Plan Approvals in India.
The group deliberated on components of building plan approvals, issues pertaining in various states and possible solutions.


Meeting with Chairman Manipur Municipality Property Tax Board
Shri Kunal Kumar, Joint Secretary, MoHUA and Shri Hitesh Vaidya, Director NIUA held a high- level meeting with Shri H.Deleep Singh IAS (Retd.) Chairman Manipur Municipality Property Tax Board (MMPTB) to review the online delivery of property tax related services in Manipur.
Shri Manpreet Singh, Chief Programme Officer, NUDM, Shri Jyothish Jagannivasan, Regional Lead, NUDM, Ms. Aparajita Dubey, Programme Associate and Shri Vinay Dwivedi, Programme Fellow NUDM also attended the meeting. The agenda of the meeting was to discuss the way ahead for the pilot implementation of the Property Tax module of UPYOG in the Manipur state.

In National Capital's India Habitat Centre, the third India-EU Urban Forum was organized on 13th February, 2023 by the Ministry of Housing and Urban Affairs & EU in India. As the Forum is dedicated to smart & sustainable urbanisation, it will facilitate the advancement of cooperation between India & Bhutan and shape the future agenda for the two nations.

Consultation in Punjab
Urban Service Delivery Consultation in Punjab
A state level consultation on urban service delivery was organised in Chandigarh with officials & various stakeholders of Punjab. The consultation was chaired by Shri Kunal Kumar, Joint Secretary & Mission Director, SCM and Smt. Isha Kalia, CEO, PMIDC.
The consultation was also attended by Shri Rahul Kapoor, Director, Smart Cities Mission, Shri Manpreet Singh, CPO, NUDM-NIUA, Smt. Simarjit Kaur, Manager, E-Sewa and the officials from state government and NUDM.

In 2020, the 4400+ statutory towns and cities in India accounted for a little over 30 per cent in its share of the Indian population, at its current rate of growth, this number is expected to touch 50 per cent by 2030. Building Digital Transformation of Urban India

Urban Platform for deliverY of Online Governance
The Centre for Digital Governance at the National Institute of Urban Affairs has launched the Urban Platform for deliverY of Online Governance programme as one of the flagship initiatives under the National Urban Digital Mission. The UPYOG program aims at supporting states in implementing integrated e-governance and digital delivery of municipal services to citizens.

The National Urban Learning Platform
The National Urban Learning Platform is a means of digitally consolidating key skills and knowledge required by urban stakeholders, with a special emphasis on training and capacity building of urban local government officials. As the e-learning platform of the Ministry of Housing and Urban Affairs and the capacity building arm of the National Institute of Urban Affairs, the National Urban Learning Platform has completed the first year of its exciting journey in June 2021!

Standards
The creation of Standards for municipal governance is one of the key initiatives of the Centre for Digital Governance under the ambit of the National Urban Digital Mission. These Standards are being designed to respond to the need for uniform systems through consultations with experts in an ecosystem driven process. These Standards will conform to National Urban Innovation Stack Guiding Principles, and will help stakeholders collaborate for a smooth functioning of their platforms and processes.
