Shri. Rahul Kapoor is an officer of Indian Railway Accounts Service and is currently working as a Director in the Smart Cities Mission in the Ministry of Housing and Urban Affairs. He oversees the operational issues related to implementation of Smart Cities Mission projects and has been involved in program design of various initiatives of the Ministry related to innovation, capacity building, standardization, liveability, and governance of Smart Cities.
Shri. Rahul Kapoor has worked as Director (Banking) in the Department of Financial Services, Ministry of Finance. As Director Finance in the Ministry of Railways, he has gained expertise in design and implementation of Public Private Partnership projects and framing of innovative schemes for non-fare revenue generation. Shri. Rahul Kapoor has also worked extensively in Rail Land Development Authority on financial appraisal, modelling and management of land development projects.
Shri. Kapoor has a Bachelor’s degree in Economics and a Master’s in Business Economics from University of Delhi.

Dr. Debolina Kundu, Director (Additional Charge) NIUA has over 25 years of professional experience in the field of development studies. She has worked as consultant with the ADB,LSE, IIDS, UNDP, UNFPA, UNESCAP, KfW, GIZ, Urban Institute, Washington and East-West Centre Honolulu on issues of urbanization, migration, urban development policies, municipal finance, social protection, governance and exclusion.
Manpreet Singh has 18+ years of experience in government and private sector consulting with companies such as Hewlett Packard , HCL Technologies, Wipro Consulting across USA, Europe and India-based clients. He previously headed governance reforms and monitoring initiatives in Punjab State in Chief Minister office with a focus on policy formulation around eGovernance and citizen service delivery, government process re-engineering of 50+ citizen services and transformational reforms as well as monitoring government schemes through the Innovation District Performance index.
With over a decade of Industry experience in software implementation, Manish has contributed towards anchoring development of various platforms for Smart Cities Mission. He’s currently leading the eGovernance software implementation track at CDG for the Citizen Centric Smart Governance Program providing a common digital infrastructure for urban e-governance across Indian States and ULBs.
Practitioner | Researcher | Pedagogue. Passionate about integrated sustainable urban development, Aparajita has national and international experience of seven years. Her expertise includes resource efficiency and climate-responsiveness in architecture & planning, Govt. advisory services, inter-sectoral R&D and policy interventions. Presently engaged with the programme team for operationalization of the CDG.
Shelika Arora is IT Professional with a Post graduate degree in Computer Applications and
Management. She has 15 years of experience in IT Project Management, Consulting and
Research Schemes. She had previously worked on various IT Projects, Consultancy Projects,
Awards and Research schemes in Govt./ Autonomous Organisations and Private
Organisations.
