About the project
The Indian growth story is closely linked to her path to urbanisation. In 2020, the 4400+ statutory towns and cities in India accounted for a little over 30 per cent in its share of the Indian population, at its current rate of growth, this number is expected to touch 50 per cent by 2030. With such growing populations, urban management is growing more complex. Solving local problems contextually and efficiently becomes contingent on quick responses from multiple government actors and other stakeholders. Enter the Centre for Digital Governance, instituted at the National Institute of Urban Affairs to enable digital transformation of urban governance, delivered through responsive and customised open source technology platforms and accompanying solutions. The Centre for Digital Governance will use the principles of the National Urban Innovation Stack Strategy and Approach, first published by the Ministry of Housing and Urban Affairs in February in 2019.
The National Urban Innovation Stack is envisioned as a digital public good, in the form of a set of platforms for all government, industry, academic and civil society actors to use. The Stack Philosophy details the vision to local, distributed and decentralised capacity among urban stakeholders at speed and scale.
These platforms will allow all stakeholders to collaboratively design, implement and refine innovative solutions for local problems. NUDM aims to provide stakeholders with digital tools and platforms, standards, specifications and certifications, and enable greater coordination and integration. It will strengthen the capacity of the urban ecosystem to solve complex programs at speed and scale by unlocking the power of urban data, build capacity among all actors of the quadruple helix, driving discoverability and collaboration between urban stakeholders, and enable responsive and data-driven governance. The stack includes a number of platforms; of these, the priorities for operationalisation are Urban Platform for deliverY of Online Governance (UPYOG), which focuses on municipal services delivery, and National Urban Learning Platform (NULP), which integrates learning, content, and collaboration for urban leadership.
