The National Institute of Urban Affairs (NIUA) in partnership with the University of Wolverhampton and Urban Studies Foundation, United Kingdom is organising a one day Urban Thinkers Lab on Contemplating Urban Precarity in Post COVID Cities on May 13, 2022 in New Delhi.
As you are aware, the COVID-19 pandemic has brought to the fore the urban inequalities and other related challenges around poverty, climate change and a range of other socio-economic fragilities that are often explained as ‘urban penalty’. The rising concerns about the impact of COVID-19 on urban life have increasingly led to discussions on urban inequalities and the potential challenges in different parts of the world and from different disciplines. Yet, there is little holistic knowledge on the various dimensions (social, economic, spatial, and cultural) and multiple forms of inequalities (income, spatial, access to basic services, access to human capital opportunity) and direct and indirect effects of post-COVID urban divides in cities.
In this regard, a one day event aims to deliberate on rethinking cities and urban policy responses in the post COVID-19 world. The outcomes of these deliberations will form an advisory document and a suggested road map on contemplating urban precarity in post COVID era.

To mark 45th Anniversary, NIUA has planned a series of events from 23rd to 29th June including the launch of new knowledge products, and websites. NIUA was established in 1975 as an autonomous organisation of the Ministry of Works and Housing. The Institute initiated the task of bridging the gap between researchers and practitioners in the field of urban and regional development, and provided guidance on policy and programme orientation of urban research in India. The most notable among the Institute’s achievements is its contribution towards National Commission on Urbanisation, drafting 74th CAA, and in shaping the outcomes of national missions and programmes. The Institute has emerged as a thought leader and knowledge hub for urban development in India, sought out by Indian and International organisations for collaboration, and for upscaling research and development in areas crucial to creating sustainable, inclusive, and productive cities. At present, the Institute has five centers: Climate Centre for Cities, Centre for Digital Governance, Centre for Municipal Finance and Governance, Centre for Inclusive Development, and Centre for Urbanisation and Economic Growth, providing support to the states and cities by virtue of the institute’s five key instruments—Policy & Planning, Action Research & Advocacy, Knowledge Management & Capacity Building, Technology, Data Solution & Innovation, and Partnerships.

Prototyping and gathering user feedback are common design strategies which are increasingly being applied in public projects as well. As design thinking is gradually being adopted as an integral aspect of governance, quick pilot projects have proven effective strategies to arrive at what might work and what might not. However, anticipating failures and embracing mistakes is not an easy task where public funds are concerned, and pilots are still a relatively new approach to large scale projects. How can urban design projects benefit from designing pilots and what have been the experiences of sectoral experts, is what the webinar aims to discuss. From tactical urbanism for testing public response to interventions in public spaces to prototypes of essential products and services, the discussion hopes to cover a broad wide array of pilot projects at different scales and spread over different durations. What have been various lessons from different pilot projects to scale up solutions, what were the surprises, what were the half formed ideas that never took off, what role do data and documentation play in iterative design processes, are some of the topics of discussion.

The way we plan and build our cities defines our quality of life. It affects not only the quality of our living spaces and transport, but also the air we breathe, the water we drink, and our access to nutritious food, education, health care services and employment. The planning of cities have always played a vital role in the disease transmission India is urbanizing at a rapid pace and with the ongoing pandemic cities need to fight challenges on multiple fronts like contact tracing in slums where social distancing is difficult, proper waste management to break the chain of transmission, proximity to essential services in Tier-3 cities, and addressing the abysmal WASH (Water, Sanitation & Hygiene) situation in the cities. These challenges have made us rethink as to how cities should be built and, perhaps more importantly, how they can better respond to current and future crises. The overall objective is to fulfill the collective vision of healthy, safe, inclusive, equitable cities for all. Globally, the action on climate change has taken a back seat during the still-unfolding COVID-19 pandemic. Resource consumption and energy use patterns and intensities have been altered, which has also brought to light some stark realities. Even though people have been using personal vehicles less, global emissions have been reduced by only 6–8%, since freight transport and electricity production accounted for the rest. Urban decision-makers have the historic opportunity to learn from this experience, as they reopen and stimulate the economy toward a recovery. For a sustainable and socially just future, strong climate action and zero-carbon energy policy will have to be at the center of their planning and implementation of policies, strategies and projects in the post-pandemic world. A locally optimal combination of advanced technologies integration, energy efficiency, renewable energy, efficient storage, zero-carbon mobility, materials circularity, district energy systems and smart grid technology all have huge potential to catalyze the economy by providing jobs and establishing low resource consumption for inclusive, safe and resilient communities. As India is preparing to unlock itself, phase wise, it is now increasingly clear that, our cities need to be prepared to handle COVID risks for a longer horizon. In order to live with the potential COVID risks, our cities need to initiate actions towards Safe Social Distancing (SSD) protocols, SSD signages, COVID risk sensitive urban design, WASH Infrastructure and strategies for urban spacing out and monitoring of the COVID Point of Interest (COVID- POIs) in our cities. A SSD guidebook has been developed by Dr. Saswat Bandyopadhyay, a lead Professor of Urban planning in Ahmedabad and a team of multi- disciplinary professionals, to support cities to develop city specific COVID safe strategies and actions to Live Back Better! This guidebook has gone through extensive review of protocols and guidelines of Ministry of Health, WHO and UNICEF as well as by drawing various Asian and global good practices. It has been structured in following parts: SSD measures to be initiated at the city level COVID Safety protocols for important Urban Land Uses and Activities Mapping and Monitoring of COVID- POIs in an Urban area Preparation of Urban Spacing Out Strategies (USOS) for the city The city of Ahmedabad was chosen as a pilot demonstration site for grounding some of the above concepts. The main objective of the proposed webinar will be to share the key highlights of this SSD guidebook and protocols with the municipal commissioners and CEOs across the country. Speaker - Dr. Saswat Bandyopadhyay, Professor of Urban planning, CEPT University, Ahmedabad
