NIUA highlighted the importance of cities in addressing climate change at the COP 27 events, from 6-20 November 2022 in Sharm el-Sheikh, Egypt.
COP27 brought together 45,000 climate practitioners from across the globe to share their ideas, ambitions, and solutions to build collaborations and partnerships to fast-track change. Overall, the adaptation aspect took the center stage, bringing a range of solutions, finance and capacity to the vulnerable countries across the world.
The conference led to the development of the first of its kind global stocktake to improve the resilience for the most vulnerable with pledges totaling USD 230 million. Further, the Sharm el-Sheikh implementation plan highlighted that the transformation of the low carbon economy for the world would require a minimum investment of USD 4-6 trillion a year.

According to the IPCC Summary for Urban Policymakers, cities emit more than 3/4th global GHG while generating 2/3rd of the economic output. All the cities are not going to be equally affected by climate change but all of them will require an extensive adaptation action to develop resilient urban areas and cities.
The Union Minister (MoEFCC), Bhupendra Yadav launched the Long Term- Low Emissions Development Strategy for India. NIUA lead the Task Group 3 for this report and contributed to the report submitted to UNFCCC on behalf of India.
Hitesh Vaidya, Director, NIUA, also participated in the 'Implementation Lab: Actionable Adaptation Plans' organised by the High-Level Champions and Marrakesh Partnership on the Solutions Day (17 November 2022) for achieving evidence-based, actionable adaptation plans as part of a robust transition in cities, states and regional governments towards building adaptation and resilience from the local level. He showcased the results of ClimateSmart Cities Assessment Framework (CSCAF) and positioned it as a framework for the global south for developing mitigation and adaptation action on the ground.
Dr Umamaheshwaran Rajasekar, C-Cube, NIUA participated in 9 plenary sessions, showcasing its work on the CSCAF to bring the governance and processes to consider climate change in their day-to-day activities. the scaling up process across Indian cities was highlighted, including the supporting capacity building of staff to connect their day-to-day work with the climate actions.
Inclusive Cities Centre (ICC)
To commemorate the International day of Persons with Disabilities 2022, NIUA in collaboration with the Institute of Transport and Development Policy (ITDP) organised a webinar on 1 December 2022. The webinar deep-dived into the topic of inclusive mobility through an expert deliberation on the 'Role of Technology and Innovations in Steering Inclusion of Persons with Disabilities in the Mobility Ecosystem'. The webinar aimed to celebrate the home-grown best practices and innovations as well as diagnose the underlying problems to address inaccessibility issues in the urban mobility ecosystem.
NIUA and the United Nations Educational, Scientific and Cultural Organization (UNESCO) in collaboration with Varanasi Smart City Ltd. (VSCL) organised a city stakeholders’ consultation on Understanding Good Governance for Urban Inclusion through Data and Empowerment of Persons with Disabilities (GUIDE) in Varanasi on 22 November 2022. Sector experts, city officials, academia/researchers, intergovernmental organisations, Disabled Persons' Organisations, representatives of marginalised groups and Persons with Disabilities (PwDs) contributed to the discussion equally and enthusiastically. The purpose of the city consultation was to engage relevant local stakeholders to validate the methodology and approach to participatory data collection on disability and the way forward to the data collection process.
Some of the key takeaways from the consultation were:
NIUA with the University of Edinburgh hosted International Conference on Youth Engagement for Creating Inclusive Cities, as a part of the culmination of the research project of Shaping Youth Futures, which took place in two similar contexts of India and Brazil. The discussions at the conference revolved around the theme of young people’s access to livelihoods in the urban context. Young researchers from India and Brazil, and Indian and international experts also deliberated on ways to create more inclusive cities for the future generations.
A Collection of Youth Engagement Practices in India and Latin America was also released as part of the research outputs of the project.
The results of National Photography Competition launched under NIUA’s ITCN Programme were announced on Children’s Day- 14 November 2022. The entries depicted citizens becoming more responsive towards the concerns and joys of young children.

Training of Trainers of five partnering training agencies - All India Institute of Local Self Government, Mumbai; Centre for Good Governance, Dr. R. S. Tolia Uttarakhand Academy of Administration, Nainital; Engineering Staff College of India, Hyderabad; Kerala Institute of Local Administration, Thrissur; and Regional Centre for Urban and Environmental Studies, Lucknow - has been completed by CEPT Research and Development Foundation on 6 December 2022. The objective was to deliver the operational level course, to select city officials, focusing on the operationalisation and institutionalisation of data and information systems in ULBs. The course also provided several tools for the implementation of ITC-centric projects.
Children’s day is a day to celebrate childhood but, this year NIUA’s ITCN Capacity Building Programme raised a very important question – 'Why only today?' Celebrate, love and understand the needs of the children every day.
The programme has been bringing the perspective of young children and their caregivers under its social media campaign #ThroughMyEyes, and urge everyone to continue their journey to see the world, through their eyes.
Climate Centre for Cities (C-Cube)
The Hon’ble Chief Minister of Puducherry performed ‘bhoomi pujan' on 20 November 2022 for the Dubrayapet housing project and livelihood project in Ramalinga Nagar, which are part of the CITIIS project in Puducherry. Other local representatives and members of the public also participated in the event.
In Puducherry, CITIIS is working to provide wider access to affordable housing, upgrade public spaces, promote citizen participation, and improve the socio-economic conditions of people in low-income settlements.
The project is also rolling out multiple community mobilisation activities to invite enrolments for its livelihood training component. This intends to provide 8-12 months of training and certification for various courses aimed at providing better livelihood opportunities. The activities include orientation camps, stakeholder discussions and reaching out through self-help groups. Read more about the project here
The Hon’ble Chief Minister of Tripura, Manik Saha, inaugurated the Haora Riverfront Development project in Agartala, a project under the CITIIS program, on 8 December.
Agartala Mayor Dipak Majumdar, MLA Surajit Datta, Urban Development Department Secretary Abhishek Singh, Director Tamal Majumder, Agartala Municipal Corporation’s Commissioner Dr Shailesh Kumar Yadav and the CITIIS-Agartala team were also present at the occasion.
Calling the Haora River "the lifeline of the people of the city", he lauded the project as an initiative to rejuvenate it and thanked the program's partners: Ministry of Housing and Urban Affairs, French Development Agency, European Union, and NIUA.
The CITIIS project in Agartala is developing the Haora riverfront to strengthen its embankments, prevent flooding, improve sanitation, create pathways for pedestrians and non-motorised transport, and create green open spaces for the community. Read more about the project here
Hubli Dharwad Smart City Ltd. (HDSCL) in association with Kannada Prabha newspaper conducted a drawing competition for high school students on the occasion of Children’s Day- 14th November. Over 1,000 students participated from schools across Hubli and Dharwad and created brilliant works of art on the theme of Dream Your Smart City: Clean, Green and Sustainable. HDSCL recorded positive responses about GMC from parents, teachers and students while interacting with them.
MLA and former CM Jagadish Shettar addressed the participants at the occasion. People were also informed about the benefits of the Green Mobility Corridor (GMC), proposed along the Unkal Nala, and public bike sharing facilities, which are part of the CITIIS project in Hubli.

Cochin Smart Mission Limited along with the E-Health project team organised a campaign for 'World Diabetes Day' at the Aluva General Hospital, which was part of the CITIIS program in Kochi. The campaign was focused on the theme of diabetes among the youth.
On the occasion, the team conducted an orientation session for the public on the E-Health project under CITIIS and how it is helping the citizens of Kochi. Close to 120 people attended the event and participated in a Q&A session with a doctor.
The CITIIS project in Kochi is rolling out an e-health implementation solution in government hospitals to create a centralised digital information database and management system, and fulfil its aim of building an affordable and accessible public healthcare system. CITIIS is dedicated to strengthening institutions and building the long-term capacities of its state partner, the Government of Odisha. In this regard, two workshops were conducted on leadership and organisational development for various senior officials.
The workshops were held in Bhubaneswar on 30-31 October and 19-20 November by the Housing and Urban Development Department of Odisha, in collaboration with the NIUA-CITIIS team. The trainees included officials of the Public Health Engineering Organisation (PHEO), Odisha Water Supply and Sewerage Board (OWSSB) and Water Corporation of Odisha (WATCO). The nature of work at these institutions requires extensive coordination between officials and stakeholders at various levels. To address this, the workshops focused on building communication and leadership skills, organisational loyalty, risk assessment skills, and other attributes that impact their motivation levels and professional growth.
A two-day technical workshop on Management of Urban Water Bodies was organised on 17-18 November 2022 in New Delhi. The participants were introduced to a decision support system called the Urban Water Body Diagnostic Tool developed by the Water and Environment Vertical at NIUA, in collaboration with UNESCO New Delhi and National Mission for Clean Ganga. The tool is intended to guide cities in identifying and prioritising actions for rejuvenation of waterbodies within any city, working towards making cities water secure.
The workshop was attended by senior officials of River Cities Alliance member cities including Begusarai, Behrampore, Bhubaneshwar, Bijnor, Chennai, Farrukhabad, Gwalior, Hoogly-Chinsurah, Howrah, Lucknow, Maheshtala, Mathura-Vrindavan, Moradabad, Patna, Pune, Srinagar and Vijayawada. In addition, participants from Bhutan, Ethiopia, France, Germany, Nepal, and Sri Lanka also participated in the workshop.
The CapaCITIES project supported by the Swiss Agency for Development and Cooperation, is helping Indian cities to improve their green spaces. In one of its partner cities, the project is supporting the Vadodara Municipal Corporation to develop one of the many urban pockets identified by the city government, and plan to develop as urban forest, following the Miyawaki method of urban forest development.
The pilot project initiated in August 2022 is one of the several programmes that the city government has undertaken to enhance the city's green cover (which presently is around 18 percent of the total area of the city), biodiversity conservation, and derive climate benefits in the form of carbon sink in the city. It provided technical and financial support to the city government to plant around 3,000 tree saplings, all belonging to 38 native species in the demonstration plot measuring 900 square metres located along the Chhani Lake in the city. It is envisaged that this pilot initiative, being supported by the CapaCITIES project will serve as a demonstration model, up-scaled and replicable within the city as well as in other Indian cities.
CapaCITIES project provided technical support and shared its experiences in the awareness generation event Awareness and IEC Activities on the topic Save Environment & Zero Waste Management on 19 November 2022, in Vadodara. It was organised by Lions Club of Baroda-Aastha, in association with Vadodara Municipal Corporation, ECS, Shah Academy, Local Self-Help Groups and citizens from Vrindavan Township in the city.
During the event, CapaCITIES team drew lessons learnt from its concept pilot initiative on zero waste 'Sunya' and shared with the participants. Sunya aims at promoting the adoption of efficient practices in entire process of waste management including source segregation of waste, waste collection, and waste disposal etc. Sunya has helped these city administrations to efficiently manage their solid waste. As a result of this initiative, the cities also derived climate benefits like reduction of GHG emissions from waste. SCBP at NIUA is promoting the Citywide Inclusive Sanitation (CWIS) approach. The following events were organised in this context:
NIUA-BORDA South Asia conceptualised a forum for 'Inclusive and Resilient Sanitation in Hill Cities' with a goal to provide urban centres in these hill states with a platform to learn from each other and exchange inclusive, resilient and sustainable practices.
A consultation meet was organised on 2 December 2022 in Gangtok, Sikkim in partnership with the Urban Development Department, Govt of Sikkim and Federal Ministry for Economic Cooperation and Development, Germany to initiate a conversation amongst the key state officials of Himalayan and North-East states.
Mr M.T. Sherpa, Secretary, Urban Development Department, Government of Sikkim inaugurated the event. Member Secretary of SPCB Sikkim, Dr. Gopal Pradhan, in his welcome note stressed on the criticality of climate change and its impacts on delivery of services. Deliberations with key state officials including Secretaries, Additional Secretaries, Mission Directors, etc from ten hill states including, Arunachal Pradesh, Assam, Himachal Pradesh, Jammu & Kashmir, Ladakh, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura was done through two interactive sessions.
The forum is expected to create a bridge for the collective voice of the hilly regions to reach the policy and decision makers at the centre. NIUA-BORDA South Asia is envisaging to officially launching the forum in 2023 with a goal to engage more holistically with Indian Hill States on three major fronts: Knowledge Sharing, Capacity Building and Advisory Support.
SCBP at NIUA participated in a workshop A Paradigm Shift towards Sustainable Water and Sanitation Management in Hill Cities of India held at University of Science and Technology Meghalaya (USTM) on 19 December 2022 and deliberated on how unplanned rapid urbanisation is creating immense pressure on municipal systems to ensure delivery of essential services like water and sanitation.
SCBP also shared about NIUA-BORDA initiative of conceptualising a forum for ‘Inclusive and Resilient Sanitation in Hill Cities’ to serve as a cross learning platform for the entire hill states of the country and exchange inclusive, resilient and sustainable practices.
The workshop was organised by RC 19 on Urban Studies of Indian Sociological Society in collaboration with NIUA, Assam Police, AIILSG and PUCCA. The purpose of the workshop was to bring out how non-state stakeholders such as universities, NGOs can collaborate with municipalities and plan for Hill States in the discourse of WASH and climate change nexus. The workshop was successful in sensitising about the challenges and issues faced by hill regions and the need of collective efforts by policy makers, implementers and communities for optimal utilisation and conservation of available resources to achieve inclusive and sustainable service delivery.
Centre for Digital Governance (CDG)
26 States/UTs have signed the MoUs so far with the Ministry of Housing and Urban Affairs (MoHUA) & NIUA for implementation of Urban Platform for deliverY of Online Governance (UPYOG) to provide online delivery of common urban services for the citizens. Six states joined in the last two months: Uttarakhand, Goa, Nagaland, Tamil Nadu, Andhra Pradesh, Telangana.
The National Urban Digital Mission (NUDM) is a flagship mission of the Ministry of Housing and Urban Affairs to digitalise urban citizen services using shared digital infrastructure. The Ministry of Housing and Urban Affairs released four Knowledge Standards Guidelines and Specifications for Municipal Digital Governance under the mission:
These standards will act as guidelines for state and city administration, industry, academia and civil society organisations to tackle issues ranging from interoperability, integration, data exchanges, etc.
The standards are finalised after several rounds of deliberations, public and expert consultations and suitably incorporating the views of all stakeholders concerned. The standardisation will help in developing clear and long-term sustainability of urban governance, interoperability of systems and processes as cities advance towards data-driven governance.
With the adoption of these standards, Urban Local Bodies (ULBs) can have basic minimum provisions and methods to enable and provide transparent, efficient, reliable and accountable services. Click here for downloading the Knowledge Standards
Horizontal learning between practitioners, who learn by doing things, is the best way skills can proliferate at scale and speed in ULBs. To support the peer to peer learning amongst the urban practitioners, NULP team released the Content Guidelines for creating the learning content.

Geo-smart India 2022 was organised from 15-17 November at Hyderabad International Convention Centre. One of the themes of the convention was Geospatial for Digital Cities. The National Urban Learning Platform (NULP) was presented under the sub theme of Smart and Spatial Governance as a demand up-skilling and peer-to-peer learning programme for the urban practitioners.
NULP’s role in the urban decision-making process was commended and its value in igniting learning in the urban community was realised by the leaders from Uttarakhand and Madhya Pradesh. As a result, Uttarakhand IT department and Madhya Pradesh Department of Science and Technology became interested in showcasing their IT initiatives as best practices on NULP. Several organisations like ISRO, ESRI India, etc. also approached for collaboration with NULP.
Centre for Urbanisation and Economic Growth (CUEG)
NIUA's Debolina Kundu and Tania Debnath made an online presentation Measuring Pandemic Preparedness of Households in Indian Cities: What Does NSS Data Tell Us? during the Golden Jubilee International Conference titled 'Covid-19 and Cities: Is it merely short-term or has it changed our cities forever?' on 18 November 2022.
