National Institute of Urban Affairs is organising a 'Dialogue on Clean and Sustainable Hill States' at India Habitat Centre, New Delhi on 19th June 2023!
This event is a crucial step towards addressing the challenges faced by the Himalayas, the world's youngest mountain ranges. Rapid urbanisation has negatively impacted their hydrological systems, leading to reduced water availability and increased vulnerability for mountain inhabitants. Deforestation, biodiversity loss, and heightened natural hazards further worsen the situation. The hill states in this region, which includes India's fastest-growing cities, face significant obstacles due to their complex geography and the effects of the climate crisis.
To tackle these issues, NIUA and BORDA- South Asia have structured a forum called Parvat-Manthan on "Clean and Sustainable Hill States''. This initiative aligns with the UN-SDG's 'Decade for Action' and PM Narendra Modi's vision for India's G20 presidency. It also relates to the Urban 20 (#U20) agenda, prioritising water security and climate finance.
The dialogue aims to foster collaboration and innovation for a greener future in the Himalayan region. The delegates from various ministries and Urban Development Departments from 12 Himalayan States & UTs will be participating, including Jammu & Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, Sikkim, and the North East Seven Sisters. The discussion will revolve around key challenges and solutions related to WASH (water, sanitation, and hygiene) to ensure sustainable development in these breath-taking states.This dialogue will provide a unique opportunity for experts, think tanks, and stakeholders to exchange ideas, experiences, and best practices.

NIUA is bringing the first-ever Urban Climate Film Festival to New Town, Kolkata on 3rd to 5th June 2023. Launched in New Delhi in March 2023, the film festival is being organised through the CITIIS program under the engagement events of U20. With 16 films from 12 countries and panel discussions with experts and filmmakers, the festival in Kolkata aims to enlighten audiences about the the environmental, social and economic impacts of climate change on cities and encourage them to adopt environmentally responsible behaviours and lifestyles. The festival will also celebrate World Environment Day on 5th June with a special closing ceremony, which will be graced by Mr Didier Talpain, (Consul General of France in Kolkata) and Mr Debashis Sen (Managing Director, West Bengal Housing Infrastructure Development Corporation). As you are aware, the COVID-19 pandemic has brought to the fore the urban inequalities and other related challenges around poverty, climate change and a range of other socio-economic fragilities that are often explained as ‘urban penalty’. The rising concerns about the impact of COVID-19 on urban life have increasingly led to discussions on urban inequalities and the potential challenges in different parts of the world and from different disciplines. Yet, there is little holistic knowledge on the various dimensions (social, economic, spatial, and cultural) and multiple forms of inequalities (income, spatial, access to basic services, access to human capital opportunity) and direct and indirect effects of post-COVID urban divides in cities.
In this regard, a one day event aims to deliberate on rethinking cities and urban policy responses in the post COVID-19 world. The outcomes of these deliberations will form an advisory document and a suggested road map on contemplating urban precarity in post COVID era.

The BASIIC programme of National Institute of Urban Affairs, United Nations in India, and Foreign, Commonwealth & Development Office (FCDO), UK, is organising a 3-day National Conclave with a focus on gender and disability inclusion and accessible urban development in Indian cities from 28th April 2022 to 30th April 2022 at India Habitat Centre, New Delhi. The Conclave is supported by the Ministry of Housing and Urban Affairs, organisations of persons with disabilities, and technical and knowledge partners. The Conclave aims to provide hands-on guidance through case studies and discussions on covering the full policy cycle from planning to implementation, evaluation, and follow-up mechanisms.The Conclave will bring together policy makers, academia, private sector, thematic experts, implementers to deliberate on city-level accessibility and inclusion challenges, exchange ideas, share technical expertise and knowledge, and contribute to the discourse on Urban Accessibility and Inclusion. Managing urban rivers in a holistic manner is a relatively new and evolving field in India. Until now, the emphasis has solely been on controlling pollution. While this is undoubtedly important, there are several other environmental, economic and social aspects that need to be considered as well. To address this gap, in November 2020, the National Institute of Urban Affairs (NIUA) and the National Mission for Clean Ganga (NMCG) developed a unique framework for managing urban river stretches called the Urban River Management Plan (URMP) framework. It is expected that a number of cities will adopt this framework to prepare their city-specific URMPs in the next few years. This training program is to build the capacities of interested stakeholders in the knowledge and application of this framework.

The workshop aims to advocate “Inclusion” in thought and practice to empower the marginalised groups to be active contributors to the country’s socio-economic growth. It will also showcase the established ecosystem within the quadruple helix with national and international partners. The workshop aims at triggering further discussions on institutional and implementation challenges for the integration of tenets of Inclusion, Accessibility and Safety into the city development practices. The workshop will unveil the updated “Harmonised Guidelines for Universal Accessibility in India.” While commemorating the UN’s “International Day for Persons with disabilities,” the workshop will further deep dive into deliberated discussion on streamlining India’s commitment towards UN-CRPD. This will in turn support the Ministry of Housing and Urban Affairs to mainstream inclusion in making a more accessible, safe, and sustainable New India for all. The “Inclusive city framework” prepared in partnership with IIT-Kharagpur, will be launched and advocated as a part of the workshop. The workshop will act as a prelude to NIUA’s most recent partnership with the United Nations in India (UNRCO, UN-Habitat and UN-OICT) which will be pivotal in strategizing on ground implementation of the learnings from the BASIIC and the NULP programmes. The workshop will also present phase-II of NIUA’s partnership with IIT-Kharagpur and IIT-Roorkee, which will further introspect the challenges in on-ground implementation of policies and guidelines. The National Institute of Urban Affairs, and the UNESCO Cluster Office for Bangladesh, Bhutan, Maldives, Nepal, India and Sri Lanka are jointly organising a special edition of webinars, in collaboration with the Metropolis, and the Centre for Heritage Conservation-CEPT Research and Development Foundation, Ahmedabad, to mark the 10th anniversary of the UNESCO Recommendation on Historic Urban Landscape (HUL), adopted on 10 November 2011 by the UNESCO General Conference. The UNESCO Recommendation addresses the need to better integrate and frame urban heritage conservation strategies within the larger goals of overall sustainable development, in order to support public and private actions aimed at preserving and enhancing the quality of the human environment. These webinars will showcase some of the international best practices of adoption of HUL approaches and other examples of urban heritage management, along with discussion sessions on the opportunities and challenges cities face while implementing the HUL approach or conserving their urban heritage.

The impacts of climate change are increasingly felt worldwide. Threats come in form of more intense heatwaves and droughts, rising sea levels, and extreme weather events. Such impacts particularly affect lower-income countries, where populations depend heavily on their natural environment and have only low resources to adapt to and cope with changing climatic conditions. Some areas that currently provide livelihoods to subsistence farmers, fishers, or urban dwellers could become uninhabitable in the future. Under these circumstances, migration from affected areas can be the only feasible strategy for affected households to ensure survival. This webinar explores the linkages between climate change, adaptation and migration bringing together policy makers, practitioners, and scientific experts. The Context World Health Organisation estimates more than one billion people i.e., about 15% of the world's population, experience some form of disability. For this reason, in various ways, Sustainable Development Goals talk explicitly about in parts related to education, growth and employment, inequality, accessibility of human settlements, and data collection and monitoring of the SDGs to empower those who are vulnerable in society. International Disability Day For the past two decades, the United Nations(UN) is working in various capacities to mitigate the barriers faced by persons with disabilities. The "International Day of Person with Disability" is an annual observance on the 3rd of December, proclaimed in 1992, by the United Nations General Assembly resolution 47/3. The Day's observance aims to promote an understanding of disability issues and mobilize support for the dignity, rights, and well-being of persons with disabilities. It also seeks to increase the gains through awareness derived from integrating persons with disabilities in every aspect of political, social, economic, and cultural life. The CoVID-19 pandemic has fortified the connections between public health, environment, economy, challenges faced by persons with disabilities, and has retracted how the buildings and cities have been planned. It is resonated in this year's theme of "Building Back Better: toward a disability-inclusive, accessible and sustainable post-COVID-19 World" as adopted by the United Nations. The Day is celebrated across India by relevant government departments, Disable people organizations, and other stakeholders. As design thinking is gradually being adopted as an integral aspect of governance, quick pilot projects have proven effective strategies to arrive at what might work and what might not. However, anticipating failures and embracing mistakes is not an easy task where public funds are concerned, and pilots are still a relatively new approach to large scale projects. How can urban design projects benefit from designing pilots and what have been the experiences of sectoral experts, is what the webinar aims to discuss. Urban India is home to the largest number of children and adolescents in the world. They have a significant contribution in determining the developmental trajectory of urban India. The Sustainable Development Goals (SDGs) of the United Nations recognise early childhood and adolescence as a significant phase of development throughout the lifespan of an individual, which forms the basis of later life outcomes. In fact, SDGs on poverty (goal 1), zero hunger (goal 2), good health and well-being (goal 3), quality education (goal 4), gender equality (goal 5), clean water and sanitation (goal 6), reduced inequality (goal 10), sustainable cities and communities (goal 11) are directly linked to the overall development of children and adolescents. Achievement of these goals would be a positive move towards the implementation of the ‘New Urban Agenda’ (Habitat III, 2016), leaving no one behind in the process of development. The United Nations Children's Fund (Delhi office) entered into a research collaboration with National Institute of Urban Affairs (NIUA). Under this collaboration, a research study titled ‘Scale and Nature of Deprivation among Children and Adolescents in Urban India: An Empirical Analysis’ was undertaken. The broad objective of the study was to assess the situation of children and adolescents across various thematic areas like survival and health, nutrition, water, sanitation and hygiene, education, employment, child labour, violence and crime. The study brought to fore many interesting and important findings. The COVID-19 crisis has further exposed the vulnerability of poor urban children and adolescents thus reinforcing some of the key findings of the study. The event will take place in light of the findings of a study undertaken by NIUA and supported by UNICEF under six major domains, namely, survival and nutrition; health; hygiene practice and WASH facilities; educational attainment; employment and social protection. The findings from the study will encourage a fresh public discourse and pave the path for achieving the SDGs. The empirical findings will be helpful in making policies more inclusive and evidence based to improve the condition of disadvantaged children and adolescents.
